Reporting to the EH&S Manager or Associate Manager of the Research Safety Program, the Health and Safety Specialist will be responsible for the proactive coordination and timely delivery of safety-related services and guidance to University personnel and University-affiliates across a broad range of disciplines throughout the University's expansive operations and multiple campuses. The Health and Safety Specialist will maintain a client-focused approach and be accountable for assessing safety procedures and practices and developing creative, sustainable and compliant solutions that meet the operational needs of University operations and are consistent with University standards and best practices. Through collaborations with EH&S colleagues and various University stakeholders, the Health and Safety Specialist will ensure effective and efficient implementation and management of all safety program elements in alignment with the Occupational Safety Program Strategic Plan.

Responsibilities include, but are not limited to:

Lead the continued development and implementation of the chemical and non-chemical exposure assessments/monitoring strategy for various laboratory and non-laboratory activities.

Perform field-based activities, including visual assessments, and use of real-time monitoring instruments and/or active/passive sampling equipment, in accordance with the Occupational Safety Program Strategic Plan, as well as in response to requests for assistance or immediate concerns related to potential chemical hazard exposure via air, water, etc. Research and propose appropriate recommendations for exposure minimization (i.e., product substitution, engineering controls, administrative controls, personal protective equipment, etc.) and perform assessment follow-up to ensure recommendations have been implemented and are effective.

Conduct non-chemical exposure assessments/monitoring (e.g., noise, light, heat, electromagnetic fields, ergonomics) and assist in making appropriate recommendations for exposure minimization.

Collaborate with University and University-affiliate academic (Schools) and administrative departments, including Facilities Management, Public Safety, and Human Resources to continue to develop and manage strong safety and industrial hygiene programs focused on client concerns.

Lead the Respiratory Protection Program, including evaluating work practices to determine respirator necessity, ensuring enrolled personnel obtain medical clearance, assisting is respirator selection, performing respirator fit-testing, and maintaining the University Respiratory Protection Plan.

Collaborate with EH&S colleagues to inventory, manage, and maintain EH&S's industrial hygiene equipment, including maintaining a current inventory, coordinating equipment calibration, troubleshooting equipment issues, and training EH&S and Facilities in the proper selection and use of equipment.

Manage the University chemical fume hood program, including: certifications and performance tests in accordance with the established schedule, as well as upon request and following maintenance or repair, and enter certification data into EH&S database.

Train University and University-affiliate personnel in various health and safety topics, including: Right-to-Know/Hazard Communication, ergonomics, specific chemical hazards, such as nitrous oxide, formaldehyde and other OSHA regulated substances.

Proactively seek and review and current data/research regarding exposures to and health effects from new and emerging technologies, identify implications for University operations and prepare recommended practices to eliminate and/or reduce exposure potential.

Collaborate with all EH&S colleagues and lead and/or participate in technical work groups, to develop and implement policy documents for various EH&S programs.

Perform accident/incident investigations, review accident metrics and assist in developing accident prevention programs.

Participate in and act as Incident Commander during incident responses in the field both during and after work hours. Provide technical guidance for EH&S colleagues during incident responses, both during work hours and after hours and serve on the EH&S Maintain records and files (electronic and hard copy) and create reports on program performance metrics.

Qualifications: Bachelor's degree required (scientific discipline such as Chemistry, Biology, or Environmental Sciences preferred). 2 or more years of relevant experience in the environmental health and safety field is required, preferably in a laboratory environment. An appropriate combination of education and experience, meeting Columbia University criteria, may be considered in lieu of 2 or more years of experience.

Ability to work both independently and collaboratively, as a member of a team; ability to facilitate effective operational integration, collaboration and teamwork within EH&S and Columbia University; ability to prioritize and effectively manage multiple tasks and exercise good judgment in managing time; ability to establish and maintain professional, collaborative, service-oriented, cooperative and effective working relationships with students, faculty, staff, unions, customers, the public, regulatory agencies and co-workers through practical and positive communication; ability to operate industrial hygiene/environmental equipment and information technologies, including advanced database, spreadsheet, presentation design software and word processing editing features; ability to understand, interpret and convey measurements, data, standards and hazardous materials information; strong written communication skills, including the ability to write clearly and actively on complex topics and to convey risks effectively; ability to simplify guidance for students and staff, and to prepare thoroughly documented technical reports, excellent oral communication and presentation skills, including the ability to prepare professional-quality presentations, speak clearly and engagingly about complex issues before small and large groups of diverse audiences; ability to stand, walk, and negotiate occasional awkward work locations and paths of travel; ability to work in a variety of physical environments, including outdoors and inclement weather/temperature; ability to periodically perform short duration physical exertions, including light-medium weight lifting, pushing/pulling, stair or ladder climbing, etc. in support of a safety investigation, area or operations surveys, decommissioning or emergency response; ability to wear a respirator and other personal protective equipment.

Special Instructions

Preferred Qualifications

Knowledge of the structure of occupational and environmental health and safety activities related to biomedical or academic research is desired. Safety training experience preferred. OSHA 40 hour HAZWOPER certification preferred; RCRA and DOT certifications a plus.
