The incumbent provides a complete range of technical services in support of the Department of Homeland Security's (DHS) comprehensive safety and health programs and provides consultation and advice to the directorates and organizational elements of the Department.

Duties performed:

\tAdvises Departmental, directorate and organizational element officials on industrial hygiene, occupational health, and safety matters affecting the Department or impacting strategic planning, operations, facility planning, maintenance and emergency preparedness.
\tDevelops policy to control or minimize disabling injuries caused by hazardous operations, practices, conditions, or environments.
\tPlans, develops and coordinates Department-wide industrial hygiene, occupational health, radiation safety, and safety programs, business practices, processes and systems.
\tEvaluates organizational element industrial hygiene, occupational health and safety programs for effectiveness, efficiency and compliance with Departmental policies and other appropriate standards and regulations.
\tDevelops or prepares reports and summaries of the Department's industrial hygiene, occupational health, and safety programs and performance, including detailed graphic analyses.
\tCoordinates with other Departmental offices to review industrial hygiene, safety and health provisions in a wide variety of correspondence, directives, labor/management agreements and other documents for accuracy and completeness.
\tDevelops, procures, manages and administers occupational health and safety programs for employees not covered by organizational element safety programs.
,qualifications:Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below to qualify for the Industrial Hygienist, GS-0691-15 position.

Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science (Must provide transcripts)

B. Possess a bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. (Must provide transcript)

C. Possess Certification from the American Board of Industrial Hygiene (ABIH). (Must provide proof of certification)

AND

Specialized Experience:
GS-15: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included:

\tEvaluating organizational element industrial hygiene, occupational health and safety programs for effectiveness, efficiency and compliance with policies and other appropriate standards and regulations
\tAdvising officials on industrial hygiene, occupational health, and safety matters impacting strategic planning, operations, facility planning, maintenance and emergency preparedness
\tDeveloping and administering occupational health and safety programs for employees not covered by organizational element safety programs.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet \time-in-grade\ requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), \Notice of Personnel Action\ that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
