The Nebraska Department of Health and Human Services (DHHS) has an exciting opportunity for a qualified candidate to join our team within the Division of Public Health as the Environmental Health Unit Administrator. The Unit Administrator provides leadership for priority-setting, planning and policy development for state-led environmental health efforts and provides general direction for, and coordination with multiple partners, including local health departments, federal agencies, and other state agencies, to assure compliance with state and federal regulations, grant requirements, and various policies. Additionally, the Unit Administrator supervises program management staff including communicating expectations, providing feedback and guidance, and planning for professional development, oversees the performance of administrative activities, and assures that agency policies are followed and accountability maintained, including budget development, review and approval of expenditures, budget monitoring\/projecting and recommends policy and procedure revisions to improve effectiveness.\r

\t\t\tThe Environmental Health Unit Administrator provides insight and guidance on environmental health and laboratory issues to the CEO, Division Director, Deputy Directors and other management staff. The Unit Administrator is responsible for ensuring that programs are working together as needed and assuring financial and technical resources are available to conduct the regulatory and program work of the Unit. The Environmental Health Unit includes the following Offices: 1) Environmental Hazards and Indoor Air – functions include Adult Blood Lead Surveillance, Asbestos Control, Childhood Lead Poison Prevention and Lead Based Paint Program, Clean Indoor Air Act Compliance, Mercury Program, Mold and Radon Programs. 2) Environmental Public Health Laboratory – provides certified water testing on various types of water for public water systems, private well owners and other state, county and local agencies. Areas include Bacteriological Water, Biosafety, Inorganic Chemistry, Organic Chemistry, Radiological Chemistry, Metals and Air Particulate Matter Testing and Blood Alcohol Testing. 3) Radiological Health – includes High and Low Level Radioactive Waste program, Radioactive Materials Program, Radiological Emergency Response and X-Ray Program. Other programs within the unit include the Methamphetamine Clean Up Program, Human Health and Ecological Risk Assessment Program, Well Driller Program\/Pump Installer Program and other functions (safety and sanitary inspections of day cares and senior centers, school food facility inspections, etc.).\r

\t\t\tQUALIFICATIONS \/ REQUIREMENTS:\r

\t\t\tREQUIREMENTS:  Bachelors degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience OR a Masters degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework\/training may be substituted for the educational requirement on a year-for-year basis.\r

\t\t\tPREFERRED:  Bachelors or Masters degree in public administration, public health, environmental health or other program related field. Extensive experience in environmental health.\r
\t\t\t\r
\t\t\tOTHER:  Valid driver's license or the ability to provide independent, authorized transportation for work-related travel.\r

\t\t\tKNOWLEDGE, SKILLS AND ABILITIES:\r

\t\t\t\r
\t\t\tKnowledge of: the principles and practices of environmental health organization and administration; federal and state laws and regulations relevant to the programs in the unit; quality assurance\/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices. Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; and identifying complex problems to develop and evaluate options and implement solutions. Ability to: establish and maintain effective working relationships with internal and external partners.\r
