As a Safety & Occupational Health SpecialistGS-0018-9/11, your typical work assignments may include the following under supervision:

Serve as the Safety and Occupational Health Specialist at the ADD level for assigned schools and programs, providing technical assistance on U.S. Federal Government safety and occupational health regulations, policies, technical standards and operating procedures, and to perform a number of other significant technical assistance functions to support administration of Indian Affairs' safety and occupational health program.

Provide interpretation of and implement safety regulations, policies and procedures within Indian Affairs and Departmental guidelines governing safety and occupational health.

Conduct periodic school and site visits to evaluate safe conditions at work areas, classrooms, and facility yards for compliance with federal OSHA, environmental compliance and NFPA, Department and Indian Affairs regulations and policies.

Travel Required

Occasional travel - Work requires travel away from the duty station on field assignments. Travel involves transit via airplane and motor vehicle.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE:

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-09:

1 year of specialized experience at the GS-07 grade level performing at least five of the following duties: applying safety and occupational health laws, regulations, principles, theories, practices, and procedures; effectively implementing safety and health programs directed at reducing the frequency, severity and costs of mishaps; conducting comprehensive annual workplace inspections, program evaluations, and surveys and reviews; providing safety and health technical advice and training to field personnel, supervisors and managers; providing consultation services on OSHA standards, National Fire Codes, Americans with Disabilities Act and Architectural Barriers Act, and other regulatory standards; collecting and providing tort and employee loss claim investigations to department level officials; serving as a Workers Compensation Coordinator; and conducting investigations of serious accidents, providing written reports, etc.

GS-11:

1 year of specialized experience equivalent to the GS-09 grade level and have independently performed all of the following duties: applying safety and occupational health laws, regulations, principles, theories, practices, and procedures; effectively implementing safety and health programs directed at reducing the frequency, severity and costs of mishaps; conducting comprehensive annual workplace inspections, program evaluations, and surveys and reviews; providing safety and health technical advice and training to field personnel, supervisors and managers; providing consultation services on OSHA standards, National Fire Codes, Americans with Disabilities Act and Architectural Barriers Act, and other regulatory standards; collecting and providing tort and employee loss claim investigations to department level officials; serving as a Workers Compensation Coordinator; and conducting investigations of serious accidents, providing written reports, etc.

master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related, as defined below under Undergraduate and Graduate Education.

UNDERGRADUATE AND GRADUATE EDUCATION:

Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Only experience and education obtained by the closing date of this announcement will be considered.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Department of the Interior (DOI) Career Transition Assistance Plan (CTAP) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:

a) At Bureau option, personnel actions listed in 5 CFR 330.606(b);

b) Any well-qualified SSP candidate who applies within the local commuting area (Surplus and displaced employees will be given equal consideration);
