The Health Safety and Quality Manager is a critical component to our business and is responsible for leading the development, implementation, training, and compliance of a comprehensive Health, Safety Management System and supporting policies to ensure we support a safe, healthy and incident-free work environment. This individual is also responsible for ensuring we successfully maintain compliance with company and regulatory safety requirements. This position requires a very strong background in OSHA compliance and includes, but is not limited to, recordkeeping and claim / case management. This position also establishes the direction for the development and administration of the organization’s Quality Management System. This individual consults with leadership on the mindsets and practices of quality throughout the organization to develop an environment of continual improvement in every aspect of the organization.The Health, Safety and Quality Manager will work closely with the CEO and Senior Management Team to analyze policies for effectiveness and facilitate the decision-making process for strategic annual and short-term goals. It is expected that this position will provide secondary support for PetroCard’s Environmental and DOT compliance programs.This position is required to spend time in the field on an as needed or directed basis.Essential Duties and Responsibilities:Health and Safety:
Leads the development, implementation and maintains the Health and Safety Management System. Some elements will include risk register, training, communicating, enforcing, document control and recordkeeping.
Ensures the health and safety-training program is compliant and administered per company requirements. This includes developing, scheduling, conducting, recordkeeping, and auditing.
Supervises case management of all work-related injuries, illnesses and appropriate reporting and recordkeeping.
Reports and addresses all potential health and safety concerns/incidents/issues promptly.
Develops and conducts training to promote health and safety, safe operation of equipment and compliance with precautions and control hazards.
Inspects organization facilities to detect existing or potential accident and health hazards. Determines corrective or preventative measures where indicated and follows up to ensure measures have been implemented.
Observes work activities and practices to determined compliance with safety precautions and safety equipment used.
Leads the investigation of accidents and near misses with the goal of preventing such incidents from happening again.
Maintains records and prepares reports of finding, violations and recommendations for corrective action.
Manages and chairs the company safety committee. Keeps informed of legislative changes and impacts to organization.
Designs and implements leading and lagging metrics to track progress, proactively identify areas of concern, drive accountability and continuous improvement.
Represents the organization in community or industry safety groups and programs.
Interfaces with regulatory agencies and submits all federal, state and local required documents related to health and safety.
Facilitates the adoption of quality management principals within the organization and identifies process and continuous improvement opportunities.
Works with leadership to identify areas for improvement in business processes, training, workflow management and role clarity.
Reviews, identifies and communicates quality and compliance risks and participates in the determination of appropriate plans to address risks.
Develops and executes short and long-term quality management strategies and objectives.
Facilitate use of effective project management principals in the execution of company projects.
Insure effective organizational preparation and support in change initiatives.
Keeps management informed about project management, change management and quality concerns.
Establishes key objectives and metrics for evaluation of the effectiveness of quality management activities and leads quality management reviews.
Bachelor’s degree in Health, Safety, Environmental, Business or Science fields with at least 7 years EHS field experience and a minimum of 3 years of supervisor experience, or an equivalent combination of education and experience.
Proven experience administering and complying with applicable regulatory agencies (Federal OSHA, WA L&I, Oregon OSHA.)
Nationally recognized certifications such as CSP, CHMM and OHST are desirable.
Thorough knowledge of applicable regulations (DOT/FMCSA, ANSI and other industry related regulatory programs and requirements.)
Working knowledge of API, NFPA, DOE, EPA and local petroleum operations related regulations preferred.
CDL with HazMat endorsement a plus.
Experience in emergency response and crisis management
Strong understanding of fuel delivery operations and procedures preferred.
Previous project management experience; Certified Project Manager preferred.
Expert knowledge of quality management principles. Experience with ISO 9001, 45001 preferred.Strong computer skills required. Proficient with Microsoft Word and Excel. Ability to create spreadsheets and graphs.
Excellent organizational, administrative, problem solving, and analytical abilities.
Exceptional attention to customer service with strong oral and written communication skills.
Strong work ethic with the ability to multi-task and prioritize competing tasks and demands.
Valid Driver’s License
