Responsible for developing and/ or managing the health and safety program, supporting systems and databases to reduce injury and illness frequency in accordance with established company strategy, goals and targets. Program activities also assure compliance with Federal Occupational Health and Safety (OSHA) regulations, State OSHA regulations, applicable Federal, State and local Environmental and Department of Transportation regulations.
Directly perform health, safety and some environmental (e.g. Risk Management Plan (RMP) or State equivalent) duties that includes technical direction for state based safety staff, implementation and execution of companywide safety programs, providing technical content for health and safety training, inspecting/auditing, ergonomic evaluations, development of safety awareness/recognition programs, behavior based safety programs and activities, safety practices and procedures, accident investigations with root cause analysis and corrective actions and maintenance of required recordkeeping systems.
Primary Role (cont.)
Develops and manages OPEX and CAPEX budgets to support these programs.
Maintains records, supporting systems and associated metrics for safety perfomance and prepares periodic management reports and presentations as required by regulation or AW.
Supports the Claims Center of Expertise by providing investigation and incident analysis for workers’ compensation claims. 
This position will direct technical duties of state staff and work closely with other safety staff across the enterprise to execute consistent AW programs. Ideal candidate is primarily self-directed and self motivated. Interfaces with all levels of management in order to assure that programs are carried out in accordance with company policy, practices, goals and targets. 
This position requires the ability to communicate effectively and utilize situational awareness from front line to executive suite.
Short Description
This role will be the focal point for all health and safety programs for the Western region of **MEMBERS ONLY**SIGN UP NOW***.. The position requires an individual who will be active within the region - this is not an office-based job.
Key Accountabilities
Program Management/ Development and Implementation of Policies and Procedures.
Manage and/ or develop the overall H&S program from dedicated Region
Formulate safety and health work procedures in compliance with local, state, federal rules and regulations, and best practices.
Coordinate and assist districts and locations in the implementation of safety program.
Training
Provide technical content as a subject matter expert for safety and health training programs.
Deliver health and safety training to employees on required topics.
Manage health and safety training records for State operations.
Auditing/Inspecting/ Analysis
Conduct hazard assessments through inspections, safety audits, and other recognized methods identify root causes and provide corrective or preventive measures, where indicated.
Identify and analyze injury history in order to develop and initiate training programs which will target reduction in incident rates and workers compensation losses. 
Perform and direct with incident investigations and hazard identifications for use recommendations on corrective or preventive measures, where indicated.
Consult with all departments on design and use of equipment for incident prevention and safety.
Lead or assist in OSHA, EPA-RMP or other regulatory inspections.
Knowledge / Skills
Knowledge of Occupational Health and Safety including best practices and emerging trends.
Knowledge of safety systems and their implementation in plant and construction environments.
Knowledge of Company policies and procedures relating to Health and Safety.
Knowledge of regulations applicable to Health and Safety including OSHA process safety management (PSM) and EPA risk management plan (RMP) regulations.
Knowledge of Utility operations (i.e., water, electric, gas/ regulated utility) Standards and Practices preferred.

Experience:
Minimum of seven (7) years applicable health and safety experience. 
Safety experience in construction and utility operations is preferred. 
Demonstrated experience in referenced safety topics.  
Ability to articulate best practices, company standards and detailed safety programs to the team.
Education:
Required - Bachelors level degree in health and safety or related field. 
Master’s degree preferred.
Certifications & Licenses
Required – At least one nationally recognized H&S certification (e.g. Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH)).
Work Environment
While performing the duties of this job, the employee occasionally works near moving mechanical parts and in outside weather conditions and could include a work environment where possible exposure to wet and/or humid conditions and chemicals exists. The employee occasionally works at elevation, in confined spaces, in a construction environments and in atmospheres with potential for chemical, physical or biological exposures. Use of personal protective equipment (PPE) may be required, including, but not limited to, respirators, hearing protection, eye and face protection and specialty clothing.  Use of certain PPE may require medical clearance and is considered a job requirement.
Travel Requirements
This position will require travel, primarily day trips, to various facilities and locations
Up to 20% overnight travel may be required.
