Quality and Safety Manager
The Quality and Safety Manager is responsible for the overall project Quality Management System and Environmental, Health, & Safety program. Develops, implements, and administers an effective, economical, proactive Quality Management System (QMS). Develops, implements, and administers environmental, safety and health programs ensuring compliance with company, industry, governmental agency and other applicable environmental, safety and health standards and regulations.
Manages the Document Management System to ensure compliance to Customer and Corporate localized policies and procedures.
Creates project documentation related to area of responsibility, assists departments to define, develops and implements documentation for their functional areas.
Manages Contract Deliverables using the standard company system to ensure timely delivery of service to the customer.
Manage oversight for ensuring compliance with Supply Chain Risk Management requirements, identifies opportunities for continuous improvement.
Ensures a strong working relationship and interface to the Government’s Quality Assurance Surveillance Plan (QASP) and establishes an audit program to ensure operating conditions meet quality assurance specifications.
Inspects or oversees inspection of work-in-progress and completed work within assigned areas of the service contract; verify and document inspection results.
Interfaces directly with functional area managers, subcontractors, and Government Quality Assurance (including QA evaluators).
Investigates, analyzes and resolves quality deficiencies (i.e. Quality Control and Compliance Inspections) to ensure problems are corrected in a timely manner.
Analyzes results and coordinates with departments to resolve discrepancies; responds to deviations by assessing the impact on customer satisfaction, safety, and contractual compliance.
Assists functional and staff office Managers in developing specific Standard Operating Procedures (SOP's) as applicable.
Evaluates monthly performance metrics and provide trend analysis at Management Review.
Develops and implements environmental, safety and health policies.
Establishes and directs environmental, safety and health programs encompassing all facets of safety planning, monitoring, reporting and analyzing related data.
Performs investigation of accidents and incidents independently and in coordination with other agencies as required.
Ensures compliance with company industry, governmental agency and other applicable safety and environmental standards and regulations.
Develops and provides training and certifications on a variety of safety and environmental topics.
Serves as liaison and consultant between the customer and designated contractor personnel with environmental, safety and health-related responsibilities.
Ensure work and installation of equipment and materials are done safely and within the requirements of applicable laws and regulations and in accordance with the applicable contract. Ensure that all problems encountered are successfully resolved.
Oversee emergency repairs, environmental and safety related tasks, and emergency response actions
Internal interface and coordination with IAP managers, supervisors, estimator/planners and IAP Work Control Office to ensure schedules and quality of work is maintained.
Interface with customer Managers, Contracting Officer Technical Representative (COTR), Facility Safety and Environmental Coordinators, Facility Coordinators, and other related government and sub-contractor management personnel.
Education & Experience
Bachelor’s Degree (or 10 years of experience in lieu of Bachelor’s Degree) is required.
Must have five years of experience as a PM, Assistant PM, or QCM on a contract of similar size, scope, and complexity.
Five years developing, implementing, and administering environmental services programs including hazardous waste management, wastewater management and environmental protection programs.
Must have five years of progressively increasing responsibility in developing, implementing and maintaining a Quality Program.
Must have five years of experience in the management or supervision of a Quality Control program, preferably in a Government contracting environment.
Demonstrated experience in a Quality capacity in a contingency environment that supported DoD is required.
Demonstrated performance with implementing and managing an ISO registered program is required.
License & Certifications:
Certification AS9100 Lead Auditor or ASQ Certified Quality Auditor (CQA) is preferred.
Knowledge & Skills:
Must have the ability to lead teams and interact effectively with all levels of employees and management.
Must have the ability to build metric management programs to improve operations.
Strong written, verbal, analytical, and persuasive skills is required.
Must be an objective, open-minded and an “out-of-the-box” thinker.
Advanced skills using Microsoft Office applications to include Visio, Excel and PowerPoint is required.
Knowledge of general DoD contracting is preferred.
