Position Summary Enterprise Risk Services (ERS) is seeking a Environmental Resources Safety Officer. This is a full-time (1.0 FTE), 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Director. Enterprise Risk Services (ERS) consists of Risk Management, Environmental Health and Safety (EH&S), and Emergency Management. The ERS teams protect the OSU community from risk, preserve a healthful environment, and prepare for and mitigate the impact of risks to the campus community. Environmental Health and Safety assists departments in maintaining a safe and healthy university environment for staff, faculty, students, and visitors. EH&S provides training, monitoring, consultation, and various safety and health professional services that enhance the instructional, research, and service goals of the University, as well as helping ensure Oregon State abides by the EH&S regulatory requirements established at the local, state and federal level. Functioning within EH&S, the Environmental Resources Safety Officer manages the Environmental Resources Safety program for the OSU community. Environmental Resources encompasses representing the university in accordance with state and local permit conditions, as well as evaluating, monitoring, and guiding safe laboratory work practices and affect the teaching and research laboratories utilized by the student body, visitors, faculty, and staff. Position Duties 50% \u2013 ENVIRONMENTAL RESOURCES Serve as the Environmental Resources Safety Officer in compliance with OSHA and Oregon DEQ requirements. Develop and implement a chemical hygiene and personal protective equipment (PPE) assessment program for OSU\u2019s teaching and research faculty, staff, students, and visitors based on the hazards encountered. Work with EH&S staff, Facilities Services and teaching faculty and staff members, and other departments to derive environmental quality monitoring programs and promote a high level safety culture; Coordinate and perform chemical safety SOPs review and development for faculty and staff, chemical hygiene evaluations, risk assessments and PPE recommendations, and environmental monitoring. Be the point of contact for OSU\u2019s worker\u2019s compensation carrier (SAIF) IAQ investigations; Maintain the MSDS On-line data base. Oversee the EH&S capability in industrial hygiene monitoring equipment in compliance with OSHA requirements. Manage and oversee the fume hood maintenance and indoor air quality protection programs. Work with various departments related to fume hood, in-room filtration, and HVAC systems to manage exposures to adverse environmental conditions in compliance with OSHA and DEQ requirements. Function as the point of contact for Capital Planning and Facilities in overseeing plan review of new buildings and projects in compliance with chemical safety and hazardous substances storage, ventilation standards, and indoor air quality regulations. 15% \u2013 ENVIRONMENTAL PERMITTING OVERSIGHT Manage the environmental quality program and Oregon DEQ permits for the university and off-site facilities; Maintain regulatory compliance with various departments including Facilities Services, University Housing and Dining Services, Memorial Union, and the University\u2019s research stations to address environmental quality concerns. Ensure compliance with environmental regulations including underground and above ground tanks, site remediation, due diligence, and storm water. 15% \u2013 PUBLIC HEALTH COMPLIANCE OVERSIGHT Provide regulatory compliance oversight on behalf of the university related to state drinking water regulations, integrated pest management, and other occupational health and OSHA regulated exposures such as lead, mold, noise, and respiratory hazards. Represent the university on permit compliance issues related to Oregon Health Authority regulations and permit conditions. 10% \u2013 SUPERVISION Supervision of environmental resources protection staff, including hiring, planning, assigning, scheduling work, reviewing work, ensuring quality standards and productivity; Oversee permit issuance and reporting to local, state and federal agencies; Perform quality assurance checks on laboratory results, monitoring reports, and corrective action performed; Provide oversight and monitoring of the follow up corrective actions related to environmental corrective actions and adherence to regulatory requirements and monitoring schedules. 5% \u2013 RESPONSE On-Call response, hazardous materials response, and response to other emergency events. 5% \u2013 Other duties assigned by supervisor. Acquire and maintain training appropriate to job role. Use of motor vehicles, personal protective equipment, tools, and monitoring equipment as required. Minimum\/Required Qualifications Bachelor\u2019s Degree in Industrial Hygiene, Chemistry, Physical Science, Biological Science, Environmental Science, Occupational Safety, Public Health, or a related field AND three or more years relevant experience implementing an environmental resources protection program. The Environmental Resources Safety Officer must possess excellent communication and organizational skills, and must be able to work effectively within a diverse academic community. This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OSU Standard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months. This position requires driving a University vehicle or a personal vehicle on behalf of the University; therefore, the incumbent must successfully complete a Motor Vehicle History Check, possess and maintain a current, valid driver\u2019s license in their state of residence, be determined to be position qualified and self-report convictions as per OSU Standard 576-056-0000 et seq. Demonstrable commitment to promoting and enhancing diversity. Preferred (Special) Qualifications Five or more years implementing and managing an environmental resources protection program within a university setting, including performing evaluations, risk assessments, industrial hygiene monitoring, and program coordination within a university setting, AND Current registration as a Certified Industrial Hygienist or Certified Safety Professional. Working Conditions \/ Work Schedule Typical schedule is M-F 8am \u2013 5pm; with some after-hours work during inclement weather, emergencies, or other University work curtailments or closures. This position supports essential functions of campus operations and the incumbent may be expected to report to work during inclement weather, emergency and other University work curtailments or closures. Work environment is varied and includes, but is not limited to work within laboratories, field, office, animal facilities, hazardous waste storage facilities, cleanup sites, shops, industrial sites, or over water. This position requires a clear and unambiguous commitment to compliance of all National Collegiate Athletic Association (NCAA) regulations for Division I (FBS) universities. No
