What's the role -
The Safety Skills Assurance Specialist is responsible for supporting day-to-day H&S functions of the facility through: developing IT applications to collect, analyze, and communicate H&S data; working closely with subject matter experts to develop and update H&S policies and procedures; developing individual and organizational training plans to enhance H&S competencies (awareness/knowledge/skills) which may include working with other learning disciplines. This individual will function as the owner for H&S generated training materials and databases, as well as oversight of systems to enable field assurance activities. The individual should be prepared to work with content experts in various H&S -related disciplines.
The individual should be prepared to interface with outside agencies, such as local training organizations, regulatory agencies, and companies that specialize in H&S data management and training. For all these process (field assurance databases, procedural updates, organizational training, etc.) the individual is expected to drive continuous improvement. This role is expected to stay connected to industry best-practices and emerging IT solutions which may have application benefit to the Site.
The individual may also have back-up responsibilities for off-site performance reporting and data generation. The role will also have responsibilities for back-fill of field safety specialists as needed. This role will also have responsibilities working in the Site’s Emergency Operations Center (EOC) which may include off-hours responses and supporting site emergencies, such as weather, process unit upsets, and other unforeseen events requiring EOC activation. The role will report to the Safety Supervisor.
Key accountabilities and responsibilities of the role are:
Develop, own and drive process improvement for H&S programs to deliver key results that align with organizational goals; this includes revising and developing H&S procedures and policies as needed
Collaborate and work across teams to develop new programs and initiatives for health and safety programs
Maintaining H&S performance scorecard information, reporting dashboard and delivering summary overviews and communications to stakeholders
Apply and develop digital solutions to improve H&S data management, analysis, solution development, and communication
Assess organizational capability and identify tactics to improve health and safety performance while developing strategic approaches to manage risk
Identify skill gaps in H&S organization (both individuals and teams) and implement training programs to close these gaps
Work with L&D department to regularly assess H&S training needs for employees (both recurring and incidental), develop programs, and assess health of these training programs
Responsible for all content updates of H&S training (BLITZ, Class A permitting, RO training, etc.)
Skills & Requirements
What we need from you -
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Minimum five (5) years’ experience in EHS related roles.
BS or MS degree in environmental, health and safety, OHST, related science/engineering disciple or other applicable fields of study optional.
Strong IT skills including training others on IT applications
Technical writing training
Skills Preferred:
Extensive knowledge of standards and regulatory requirements (OSHA, TDSHS, NFPA, NIOSH, etc.) to understand compliance and assure that Deer Park systems proactively manage risk
Extensive experience applying risk assessments and risk management techniques in filed activities
Knowledge in Human Factors and how that relates to performance in H&S
Strong data management experiencing implementing and leveraging IT systems to minimize manual data management
Experience using data and metrics test theories, confirm/deny assumptions and measure success
Technical writing skills to assist in developing, modifying, and editing documents such as policies, procedures and guidelines
Able to drive multiple high priority initiatives simultaneously
Ability to engage with and support a variety of stakeholders across disciplines (H&S, operations, maintenance, turnarounds, engineering, etc.)
Leading cross functional teams aimed at identifying and addressing H&S gaps at the facility
Strong verbal communication skills including experience facilitating meetings and learning activities
Able to think strategically while simultaneously managing day to day execution and tactics
Experience developing others as it relates to IT systems
